Can new flooring be laid over the old surface?

That depends on the selected system, existing condition and resulting levels. Have the installation requirements and site constraints assessed before assuming the old flooring can remain underneath.

Does the material price equal the installed cost?

No. Preparation, laying, cutting, wastage, skirting and other associated work may be separate. Compare the complete specified scope to understand the cost of the finished area.

How much extra material should I buy?

The appropriate allowance depends on the room geometry, tile or plank size and pattern. Ask for a project-specific quantity schedule rather than applying a universal percentage without checking the layout.
